US Mediates Ukraine Discussions in the UAE as White House Seeks for Peace Deal
Diplomatic negotiations involving US, Russian, and Kyiv representatives are underway in the United Arab Emirates this Tuesday, representing the latest stage in initiatives to forge a resolution to end the continuing hostilities in the region.
High-Level Delegates and Initial Discussions
US Army official Dan Driscoll reportedly held talks with a Moscow group on the eve of the talks, with discussions continuing into Tuesday.
“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” an official representative commented.
Ukraine’s top intelligence official, the head of military intelligence, was anticipated to take part in the meetings, though details were vague whether direct talks with Russian delegates would take place or if separate bilateral sessions would be held.
Membership of the Moscow delegation was unconfirmed. “We cannot provide details. Media accounts are being tracked,” a Russian spokesperson informed state media.
Context and Revised Proposal
These talks come after recent discussions in Switzerland where American and Kyiv representatives revised a draft US framework for ending the conflict.
Moscow has not yet endorsed the most recent draft of the proposal and is not expected to agree to many of the Kyiv changes.
Russia’s foreign minister, Sergei Lavrov, stated that any modified agreement must embody the “intent and text” of what was discussed during earlier summit talks between both countries.
International Responses and Apprehensions
EU leaders are reportedly struggling to remain involved in the negotiations as American representatives assume control.
Finland’s leader, Alexander Stubb, who has emerged as a key interlocutor between Washington and EU leaders, commented that the immediate future would be crucial in attempts to find a resolution.
He reportedly spoke with Volodymyr Zelenskyy and the alliance representatives, emphasizing that “Ukraine’s destiny must be determined by Ukrainians, and while European security matters are for Europe to resolve.”
At the same time, the France’s leader, the French official, warned against a peace deal that would represent a “concession” for the nation.
“What was put on the table gives us an idea of what would be acceptable for the Russians. But does this imply it should be endorsed by Ukraine and Europe? Absolutely not,” he stated.
Specifics of the Initial American Proposal
American proposal was originally made up of 28 points and was based on discussions between American and Russian officials, with input from Kyiv security authorities.
Major elements of the proposal allegedly included:
- The nation surrendering land currently occupied by Russia
- Additional zones that would be required to be willingly surrendered
- Restrictions on the size of the military forces
- Immunity for all participants in the war regarding violations

The US representative reportedly traveled to the Ukrainian capital to brief Zelenskyy on the proposal and press rapid acceptance.
This demand, coupled with the disclosure of the plan, apparently took by surprise Ukrainian and European authorities.
The Ukrainian president reportedly that the country was facing one of the hardest moments in its existence and was being forced to choose between “losing our dignity or losing a key ally.”
Subsequently, Driscoll briefed alliance ambassadors on the plan in Kyiv, with one attendee describing it as “a disastrous gathering” and noting that EU officials were stunned by both the content and tone of the presentation.
The US administration later moderated its position, indicating that the 28-point plan was an “opening point for discussion” rather than a final demand.
Military Situation Amid Negotiations
While diplomatic efforts continue, Moscow has continued its regular assaults on Ukrainian cities.
Moscow’s forces allegedly launched numerous of projectiles and hundreds of drones at objectives in and around Kyiv, as stated by Ukrainian reports.
Zelenskyy emphasized that the Kremlin must not feel it could prevail in the war while talks were underway.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Measures against Russia need to produce tangible effects,” he affirmed.
The capital’s leader confirmed that multiple people had been killed in the recent assault on the city.
