France's Parliamentary Permacrisis: The Beginning of a Fresh Governmental Reality
Back in October 2022, when Rishi Sunak took over as British prime minister, he was the fifth UK leader to occupy the position in six years.
Triggered in the UK by Brexit, this represented exceptional governmental instability. So how might we describe what is occurring in the French Republic, now on its fifth premier in 24 months – with three in the last ten months?
The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s key pension reform in exchange for support from Socialist lawmakers as the price for his government’s survival.
But it is, in the best case, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the likes of which it has not witnessed for many years – possibly not since the start of its Fifth French Republic in 1958 – and from which there appears no easy escape.
Minority Rule
Key background: ever since Macron called an risky early parliamentary vote in 2024, the nation has had a divided assembly split into three opposing factions – left, far right and his own centrist coalition – without any group holding a clear majority.
At the same time, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and budget shortfall are now almost twice the EU limit, and strict legal timelines to approve a 2026 budget that at least begins to rein in spending are approaching.
Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.
In mid-September, the leader named his close ally Lecornu as his new prime minister. But when, a little over two weeks ago, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.
To such an extent that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in recent French history. In a dignified speech, he cited political rigidity, saying “party loyalties” and “certain egos” would make his job virtually unworkable.
A further unexpected development: just hours after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to secure multi-party support – a mission, to put it gently, not without complications.
Next, two of Macron’s former PMs openly criticized the embattled president. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to prevent a vote. The leader's team confirmed the president would name a fresh premier two days later.
Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?
In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were waiting for: Macron’s flagship reform would be suspended until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would not back censorship votes proposed against Lecornu by the far right and radical left – meaning the government should survive those ballots, scheduled for Thursday.
It is, nevertheless, by no means certain to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is only the beginning.”
A Cultural Shift
The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and UDR want him out.
To succeed, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in two years is, like his predecessors, toast.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the divided parliament summons up the collective responsibility to approve a budget this year, the prospects for the government beyond that look bleak.
So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A fresh premier would confront identical numerical challenges.
An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would disband the assembly and aim for a legislative majority in the following election. But this also remains unclear.
Surveys show the future president will be Le Pen or Bardella. There is at least an odds-on chance that French electorate, having chosen a far-right leader, might reconsider giving them parliamentary power.
Ultimately, France may not emerge from its quagmire until its leaders acknowledge the changed landscape, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The regime … was never designed to facilitate – and even disincentivizes – the formation of ruling alliances typical across Europe. The Fifth Republic may well have entered its terminal phase.”
